According to the relevant interpretation, no double anti tariff will be levied on aluminum profile products (such as photovoltaic finished supports and kits) that are no longer further processed, and aluminum frames that have been assembled into solar modules, while separate aluminum frames and bracket are still imposed anti-dumping and anti-subsidy duties.
1. Photovoltaic aluminum frame
According to the policy, photovoltaic aluminum frames should be imposed anti-dumping and anti-subsidy duties, but aluminum frames that have been assembled into solar photovoltaic modules doesn’t have anti-dumping and anti-subsidy duties.
The reason is very simple. The finished products that have been assembled into solar photovoltaic modules have been imposed anti-dumping and anti-subsidy duties, and the aluminum frame will not be removed for other processing purposes.
Not only that, according to the policy, if the imported photovoltaic modules in the United States are not solar photovoltaic modules, but unassembled photovoltaic modules, such as aluminum frames, silica gel, laminates, junction boxes, these can be scattered, the installed material is used as a “kit” – that is, the importer does not need to go through further finishing or manufacturing, such as cutting or stamping, and assemble it into the finished product as it is. However, if only the imported photovoltaic aluminum frame itself, even if the corner code is added to the aluminum frame or the screws and screws are included, the imported products will not be regarded as “finished kits”. It can be understood that the aluminum frame may be regarded as a shorter aluminum profile, which can be further refined or manufactured.
A large number of aluminum profiles are used in photovoltaic fixed supports and tracking supports. Among the top three U.S. photovoltaic tracking rack brands in the world, the vast majority of products come from China.
According to the above, if the aluminum profile in the photovoltaic tracking support and fixed support can be exported together with other components of the fixed support and tracking system, it can be regarded as a “finished kit” and will not be imposed anti-dumping and anti-subsidy duties. However, if you simply export the profile parts in the bracket, it may be regarded as aluminum profiles like the aluminum frame of photovoltaic modules which will be imposed anti-dumping and anti-subsidy duties.
